Governor O’Malley’s Intergovernmental Affairs Office (IGA) is the entity within the Governor’s Office that provides a liaison function with local government.  It was established to develop and maintain effective communications between local government and the Governor’s Office.  The IGA office stays in close contact with Maryland’s 157 mayors and town leaders, 23 county leaders (executives, commissions and councils).  The IGA Office also maintains a close relationship with leadership organizations such as the Maryland Association of Counties (MACo) and the Maryland Municipal League (MML).

Izzy Patoka is the Director of the Intergovernmental Affairs Office.

Mollie Byron is the Deputy Director of the Intergovernmental Affairs Office.

Twenty-three counties and Baltimore City make up the twenty-four largest local jurisdictions found in Maryland. Baltimore City, although a municipality, has been considered on a par with county jurisdictions since the adoption of the Maryland Constitution of 1851.  Information on these jurisdictions can be accessed through the Maryland Manual.

The primary leadership organizations that municipalities and county governments  affiliate with are the Maryland Municipal League (MML) and the Maryland Association of Counties (MACo).
